[comp.binaries.ibm.pc.d] Need a "box and arrow", graph theory tool for DOS

I need something short of a full CASE code generator, something more
than a simple drawing tool.  Ideally, I could enter text into boxes
(nodes), click between boxes to draw arrows (arcs), perhaps of different
flavors, and ask the tool to simplify the graph, attempt a
planarization, print it, sort it, etc. 

Of course, public domain is preferred.

I would kill to have a tool such as described above.  Unfortunately,
paying a lot of money is out of the question (-:.  Just the drawing part
would be enough for me at present.  Even such a simple thing as
arrowheads on arcs is an incredible pain with the paint and draw
programs I have seen.  And if you need to move a node, you have to
redraw all of the arcs attached to it.
