The file pd1:<msdos.filedocs>starter.arc contains souce code in
basic, pascal, and C for uuencode and uudecode.  It also contains
other information on getting files from comp.binaries.ibm.pc

I spoke before I thought - the starter.kit file I was thinking of is not
posted on simtel20.  The following quoted text describes the file:
