I have uploaded to SIMTEL20:

OZRLE94D.ARC- The latest update to this implementation of on-line GIF and RLE
              viewing, and QuickB protocol for CIS includes numerous bug
              fixes and enhanced speed for SVGA cards. Recommended update for
              all users by the author.

OZBEXT13.ARC- The latest version of OZBEXT, which is essentially the above
              minus the on-line viewing facilities. Includes support for
              OZPAT, already on SIMTEL20 for color patching (as does OZRLE).
              I sent this because the version of OZBEXT on SIMTEL20 is
              quite out of date.
