[comp.binaries.ibm.pc.d] What am I doing wrong?

I'm having a little bit of trouble.  I had a program I had
attempted to submit, and I uuencoded it, wrote a short description
and promptly sent it to:
   ibmbin@crdgw1.crd.ge.edu
But the message bounced.  I then had the bright idea of posting it
to comp.binaries.ibm.pc, assuming that the post would be sent to the
moderator and taken care of by him.  However, this morning, I find
my message (with the uuencoded portion) actually posted to the group
here.  So, what am I doing wrong?

  Sounds like your news admin has the group set up wrong, and not as
moderated. You have the address right, so your mailer may be broken,
too. About 20 messages a day come in there.
