[comp.binaries.ibm.pc.d] Is there a good binary editor out there?

I know that there are a lot of hex editors in the market, but none of them
that I'm aware of let you change the length of the file.  I'm looking for
something that works about like GNU Emacs does when you load a binary file.

Nope; "The length of a file cannot be changed with FileEdit."
