[comp.binaries.ibm.pc.d] Why does ARCE require PKZIP?

I recently obtained ARCE40G.ZIP and noted something strange.  Is ARCE the only
unarchiver which is archived using a different format?  With LHARC, PAK and
PKZIP, all of these files were self-extracting files.  Why does an un-ARCing
utility require an un-ZIPer utility to extract it?

Because that's the way the author Vernon Buerg distributes it.

As soon as a ZIP program is ported to TOPS20, SIMTEL20 will be
converting all its ARC files to ZIPs so you won't need an un-ARC
program.   ARC is now obsolete, having been replaced by ZIP in most
applications.
