[comp.binaries.ibm.pc.d] CFD: final thoughts on split of cbip.d

  This is the final CFD on splitting comp.binaries.ibm.pc.d into
several parts. Currently there is discussion of posted binaries, posting
of archive information, and requests for reposts or mailing. There are
also a lot of posts which belong in other groups, but those will be with
us forever.

  The proposed groups:
    comp.binaries.ibm.pc.d              # discussion of postings
    comp.binaries.ibm.pc.archives       # info on archive sites
    comp.binaries.ibm.pc.wanted         # requests for reposts

  I think the result will be information organized in a way which allows
selective reading, posting, expiration, and archiving.
