As a member of ASP, please let me state that not all of us have put those restrictions on our files. You mention my PC-205.ZIP, which is a very old vetsion of PC-INFO. Current PC-INFO, rel. 2.16, explicitly frees BBS from all of the restrcitons you deride and encourages BBS posting w/NO restrictions. Be aware that ASP is trying to eliminate NAGWARE, crippled DEMOSm etc., and in functioning in a quasi democratic manner, there are often more than one acceptable solution to these problems. They have fought, and paid for, numerous legal battles both in the US and abroad to maintain the writes of shareware authors and prevent wholesale distribution of pirated SW, both commercial and Shareware products.
