SIMTEL20 has a limited number of net ports available for FTP jobs.
Lately we've seen very heavy FTP usage.  When insufficient net ports
are available you will get a message that says the FTP connection was
refused.  It's possible that your host's FTP may display "Service
Unavailable" when that happens.

Because of the very high demand for anonymous FTP services it became
necessary to limit the maxiumum number of those jobs in order to
preserve reasonable response time for our *paying* users.  If you get
a message that says there are too many anonymous ftp jobs, just keep
trying, as you would for a busy phone number.

SIMTEL20 does not run mail file servers.  We gave that up about three
years ago when it used up all the space in our mail spool directory
and caused so much system and network load that our regular users
found response time to be unusable.

If you are on a Unix host you may wish to look at AutoFTP and/or
BatchFTP which can be found in directory pd1:<misc.unix>.  These
programs can be run as background processes which continuously try to
log in to SIMTEL20 via ftp to get the files you specify in a list.

The new primary address for WSMR-SIMTEL20.ARMY.MIL is 192.88.110.20,
with our Class A MILNET address, 26.2.0.74, as our secondary address.

We expect the secondary 26.2.0.74 Class A connection to MILNET to be
DISCONNECTED on or about 20 May so that we can use that in-house
circuit to meet a WESTNET-provided circuit to NSFNET.

Please replace all references to 26.2.0.74 with 192.88.110.20 now, so
you don't get an unreachable after 20 May and wonder why.
