No, but NCSA Telnet for the IBM PC version 2.3b15 is available by anonymous
ftp to 'zaphod.ncsa.uiuc.edu' in file NCSA_Telnet/PC.2.3beta/tel23bin.zip .
NCSA is the National Center for Supercomputing Applications, located at the
University of Illinois.

     You might try looking at omnigate.clarkson.edu (?) for a copy of
tn3270.  More or less, NCSA telnet plus  3270 emulation.

There is a version of ncsa telnet on trident.arc.nasa.gov. It may be the
nasa telnet you are looking for.
