This is the result of a compromise, and I apologise. There was a lot of
complaining once about the cost of sending the informational postings to
sites in Europe, so on the 1st the full set goes out with distribution
'world,' and on the 15th the starter kit goes out to world, but the rest
to 'na' only.

What you want is v11inf06, and it will be around again on the 1st.

Not that I'm not convinced that the cost is borne by the complainers,
or that they never have new users who need it, but this policy has gone
without complaint for about six months.

#It's part of the Starter Kit, and also in one of the following posts that Bill
#kindly sends out twice a month. It also comes in a variety of executable and
#source forms, all within that post-group.
#
#Didn't you look at it, or are you pulling our leg? ;-)

Nope, it isn't there. The decoder is, but not the encoder that Bob asked
for. The Starter's Kit is designed so that people can make quick use of
postings to c.b.i.p.

Various encoders are avialable all across the net, such as Simtel20 and the
mirror sites.
