[comp.mail.sendmail] sendmail host table lookup rule needed

I would like a ruleset for sendmail.cf which does the following:

1 - look up recipient's address in /etc/hosts
2 - if not found then send message to host with smarter mailer
3 - if found then send message from our host

or if this logic works better:

1 - look up recipient's address in /etc/hosts
2 - if found then send message from our host
3 - else send message to host with smarter mailer

I assume this would be done in ruleset zero.

This is for a host on the Internet that uses smtp only (no uucp).
The operating system is BSD4.3.
