[comp.mail.sendmail] Internet link affects local mail

I have noticed a problem lately when our Internet link is down.
Can anyone tell me why this happens, and suggest a solution?  On our
gateway machine, I run the sendmail.mx that comes with SunOS 4.1.
When the link is down, so that the .CA. nameserver is unreachable,
mail for other machines on our campus network in the .UMANITOBA.CA.
domain gets stuck in the queue with a `nameserver failure' error.
By changing the `domain' line in /etc/resolv.conf from `umanitoba.ca.'
to just `.', and running the queue, I can get the mail moving.  This
is not a great solution.
