The phrase is also used at the end of the 'Crunchy Frog' routine, where 
Constable Clitoris (or Sergeant Parrot, depending on which version) is 
about to haul Mr. 'Ilton, the sole proprietor and owner of the Whizzo
chocolate company, away to jail for various misleading advertising charges,
so it would seem the phrase fits nicely here too.

The phrase "it's a fair cop" is also used by "Cardinal Richelieu" after he is 
exposed as a fraud by Inspector Dim of the Yard.
