I don't know which "stock" sendmail.cf you are using, but it seems as
though your sendmail.cf is trying to do TCP sending, and you want it
to do UUCP sending.  You either nee to get a UUCP-only sendmail.cf, or
if you want to do both TCP/IP and UUCP transmission, you need to get a
sendmail.cf that handles both.  In either case, you will then need to
edit the part in sendmail.cf which lists your known UUCP connections.
In fact, it may very well be that this last step is all you need to do
for your current configuration to work.
