[comp.std.c] altering __STDC__

Sigh, "shall" outside a Constraints section strikes again...  I hope any
sensible implementor would opt to produce a diagnostic for this rather
than just letting it slide.

And I sure hope *somebody* proofread the whole draft to make sure that
all the "shall"s that were really supposed to mean "shall" were inside
Constraints sections...
