They must know how much time you spend on the net by now.  Since they
haven't stopped it, you seem to have pretty strong institutional support
for interest in C...  

Or are you so underpaid that even these hours are trivial compared to
the subscription price?

As in a lot of such cases, it doesn't come out of the same budget.  There's
support and support, alas...
