I'll try an answer to this (how to represent devanagari characters that are
ambiguous in ASCII).  I would use key pairs for such consonants.  An example
might be th, tt, t@, and t*.  Or t1, t2, t3, t4 to emphasize that they cover a
spectrum of sounds.
