[comp.fonts] program to generate glyphs/dingbats/etc for HP IIP

Can anyone advise me if a character or font generating program
exists which enables custom generation of special characters like
"dingbats" for an HP LaserJet IIP ??

What I need is probably very elementary....perhaps an on-screen grid
that can be "marked" via X's or something to correspond with the locations
of the needed dots (in a 300 dpi scheme)

I am trying to generate a logo that can be patched & spliced onto
letterheads & memos...as well as a few other attractive markers for various
other tasks.

Not enough $$$ in the kitty for a scanner.

Any help would be warmly appreciated.
