Since Espirit was mentioned in the context of PARLE, I should mention that I've corresponded with various Alvey and Esprit people regarding my bibliography. I can get limited references to their internal reports, but the distribution is either stricitly limited to Europe, England, or France. I do receive reports from ICOT in Japan, and numerous US locations, but I have always received a polite rebuff from Europe (until after it appears in some external publication). I can understand this with the current world economic climate. --eugene

It is possible that the reports you were interested in were project-only or ESPRIT-wide reports. I have never seen an ESPRIT project with a Technical Annex limiting distribution of reports to a geographical area, but I am ready to be contradicted on this matter. (In fact, I would be interested to hear of a specific example.) Many projects also produce internal reports. These are not deliverables and usually have strictly internal distribution, i.e., under normal circumstances they are not delivered even to the project monitor. Unfortunately, sometimes internal reports are referenced in deliverable reports. Maybe some of the reports Eugene was interested in fell in this category.
