[comp.parallel] Unix International lightweight threads proposal

An engineer from a multiprocessor vendor (who would probably rather
not be named) told me:

    >The Unix International group has an excellent proposal for a
    >threads library which we have reviewed.

(His comment was particularly encouraging, since this vendor's
system software is 1985-vintage, unfortunately, and they don't have
true lightweight processes).  Does anyone know how to get a copy of 
this proposal?  Any speculation on how likely it is to become a
de-facto standard (please note if you have any vested commercial 
interests if you comment on this)?  If this proposal is as good as 
the engineer says, it would seem to me that any multiprocessor vendor
would be at a great disadvantage if they didn't provide this
library RSN.  Thanks for any help!
