I had to wait a long time to get this far, so I'm warning the world.
When you order things from across the border and expect to pay with
VISA, be sure they check with the VISA centre from the right country.
I ordered JRT Pascal, and gave them my CANADIAN VISA number, but they
checked with US VISA, who denied the request. Some companies across
the border know about this problem, and either phone the correct
centre, or remember to ask about Canadian Numbers.
Moral: When you order things from across the border, make sure they
know WHERE your VISA is registered.
