I'm going to stick my hat on the end of a stick and see if it gets burned... The Professional-300 series Software Developer's Toolkit runs on any PDP-11 RSX-11M V4.0 (or greater), RSX-11M Plus V2.0 (or greater) or VAX-11 VMS V3.0 (or greater) system with sufficient disk space for the development. It will run on an 11/23 with RL02's (DEC recommends 2 - Unless you have a tape drive (rare on 11/23 systems), it is hard to get the thing installed...) There is no requirement that a VAX be used.
