Yes, this was documented early on as the 'coma' mode.  It throws the 48 into
a state where it uses little or no battery power.  This enables HP to package
the batteries in the calculator, yet not have to worry about them being
dead when a person turns it on for the first time.

You have it exactly correct.   This is called COMA mode and is documented in 
Jim Donneley's handbook.  I do not know if it is in the regular manual or not.
It it used, if you plan on turning off your calculator and leaving it off 
for a LONG time and don't want to eat the batteries.  Put it in COMA mode and
it shuts down the system clock entirely leaving nothing running.  No alarms
will go off and there will be no activity at all.  Very useful little feature.
