Set Up: LaserWriter
Symptom: That little replaceable green stick is dirty.
Question #1: Is it possible to clean it?
Question #2: If #1 is yes then how.
Question #3: Is it possible to buy new ones short of buying a new
   cartridge?
Question #4: If #3 is yes then Where and how much?

Well,  the little grean stick should be the roller cleaning pad...

A new one _SHOULD_ come with every toner cart. and should be changed
everytime you change cartridges...  

Its shouldn't hurt to leave it in, but if it's getting dirty very
quickly you may have the toner density (the little dial on the back of
the LaserWriter and LaserWriter Plus, on the inside of the II's) set
too high... which would cause all sorts of excess toner to collect on
the roller cleaning pad.
