[comp.sys.mac.programmer] DA Handler partition size

A friend of mine, Benoit Widemann, who is the author of Joliwrite, a
shareware text editor DA, has noticed problems with large (> 5K) clipboards
under Multifinder. Cutting or copying a large section of text gives out of
memory errors. The problem can be observed in all known text editor DAs (well
at least those using TextEdit).
When the partition size of DA Handler is increased from its default of 16K
to 64K, the problem goes away.  It seems that the clipboard is stored in the
DA Handler partition, which is often too small for that.
The question is: why was DA Handler allocated so small a partition?
