[comp.sys.mac.programmer] Color Startup Screens & color PostScript

I have two mostly unrelated questions:

1.  Where do color startup screens find the colors the use.  If you have
a PICT ID=0 file and the PICT has 256 colors, why does it look like only
~sixteen colors are used for display?  Is there a way to determine which
colors will be used? - I assume they come out of the system's palette.  Is
there a program out there which will dither a picture so that it looks good
in sixteen colors?  BTW - I really want to use such pictures as a desktop
using DeskPict (of course the same problem occurs).  I'd like to know how
its done.

2.  What is there in the latest version of PostScript that deals with color
output.  I'm only familiar with the 4 set/get color routines described in the
three books by Adobe (the R-G-B books as it were!).  There must be some
operator similar to "image" that is used for color images?  Is there?
