Tech Note 160 informs us that KCHR resources can have ID numbers in the range 0 to 16383, for the Roman script. Clearly other scripts cannot have such a large range. My guess is that if s is a script number other than 0, then corresponding KCHRs can have ID numbers in the range $4000 + (s-1)*$200 to $4000 + s*$200 - 1.
