Well, the problem has walked off into limbo...

I received a number of good suggestions on how the problem may have been
caused. One mentioned the DTR status line but it turned out to be
hardwired in the modem to the correct state (Smartmodem configuration
switch #1). One which I hadn't considered concerned an interesting
sideeffect of the Super-19 PROM and the H-19 scroll key. However, the
terminal/CPU setup worked fine outside any modem programs. One
mentioned the possible problems if the modem got placed in full duplex
mode and was lying about the OFFHOOK status. Alas, it wasn't. So I
did the following: I disconnected the Smartmodem, opened up both ends,
looked inside, straightened out an LED (irrelevant), closed it back up,
and hooked it back into the system. Then I opened up the CPU cabinet
(I built the computer from multiple boards years ago and put it into
a metal filing cabinet), looked around with a flashlight (it's DARK
in there!), closed it back up, powered everything up, and...
NO PROBLEMS WHATSOEVER!!! This note to the net is being typed on the
home system through the MDM712 program, through the modem, to my
work computer, and out to you all. Needless-to-say I'll be wondering
what caused the problem for some time.
