Last time when there was a discussion about INIT/cdev communication someone mentioned that using Gestalt would be the best thing to do. However, in the documentation is says that you should pass a pointer to a function to be associated with a specific Gestalt signature. This means, in order to use Gestalt for INIT/cdev communication you have to have executable code and data in the same memory block so the code knows where to find the data.
