could the problem be solved by using a drive cleaning disk flipped
in the drive? If used semi-frequently if seems it should solve most
or all of the problems related to flipping disks.

No, it won't.  The problems lie in the diskettes themselves, specifically 
the 'lint-free' liner which catches dirt as the disk spins.

Actually not, the offending oxide and crud (or absence of it) is not in
the drive but on/in the disk itself.
