Try ftp'ing into either mac.archive.umich.edu and grabbing the file:
         /mac/system.extension/init/helpmeister.sit.hqx
or
ftp'ing into um-mts.cc.umich.edu and grabbing the file:
         PC2:init/helpmei
 
Its an extension I wrote for System 7 that, with the help of an extended
keyboard, will allow control-Help to toggle "Balloon Help" on and off.

Fantastic!  This is exactly what I was looking for....  I guess this
saves the rest of us developers from having to implement it ourselves...

Hi all mac.programmer

I try ftp'ing to mac.archive.umich.edu, but I can not get into directory
mac, after I am login and this is what it feed back to me.
