No, it's not - at least not for startup purposes.  The Alias Manager doesn't
load until well after all the INITs have been loaded.

Is this documented anywhere? What things in System 7 are available at
INIT time and what is not?

No, it's not documented, because it's not true. The Alias Manager _is_
available at INIT time. I believe that the only thing that isn't
available is the Process Manager, though this may have changed since
the last time I checked (somewhere around 7.0b2).
