It's on sol.cs.ruu.nl:TEX/musictex.tar.Z. Its documentation is in its demos subdirectory, in two papers, notice.tex (usage note in English) and gutenb90.tex (paper in French; the author is french).

Does anyone out there know if there is a set of MUsic macros for troff? OR Could I use TEX macros and use a TEX to troff translator? This could be a real cool idea. Musical pages could be defined with text. I like it. ABSTRACT
The music preprocessor provides a language
for describing music scores, which can then be
processed to produce output suitable for the troff
typesetting system and its other preprocessors,
which run under the UNIX-operating system. This
document describes the basic facilities availa-
ble in the music preprocessor, and gives examples
of its use.
