Is there a remote-nn news reader? Is it under development?

The nn news-reader could work as a remote news-reader, but
the problem is not so easy as in rrn. In rrn you just change
the NNTPSERVER variable and you can change the remote host
you are reading news, but in NN the news administrator must
change the configuration to read the news from a fix server.
I don't know some way to change the news server for a single
  user.

Yes, of course. It's in nn version 6.4. Just #define some NNTP-related
config stuff. That's it.
