Flipping the BALANCE switch helps to remove all these problems. I was receiving a lot of garbage character on some lines while dialing in to CMU from my house which is 1 mile away and has the same 1st 3 digits of the telephone number. However some other lines seemed to work just fine even with the balance switch off.
