There are a number of them in diners and motels around Jersey. The main reason you see covered racks up North here, is to keep the danged papers dry. Have you ever tried to read a wet paper? The racks I run across have a little coin box on the side to drop your money into. Of course, there are some places where it is just more prudent to lock up your papers. I am sure that these places exist in Canada also, as well as everywhere else. Open racks are not unique to any one place, nor are closed racks. It all depends on just how paranoid the seller is and how much rain is going to fall on the rack. In fact, I see many people open a closed rack, and before they can close it, another person take a paper and throw the money in the bottom of the rack. More often than not, I have seen people do this who did not have the correct change. For example, I have had a dime and a quarter in my hand to try and pay for a thirty cent paper. I just toss the thirty-five cents in and take my paper. It just seems more efficient than running around looking for a nickle. T. C. Wheeler
