The apple ][ keyboard is a simple, standard ascii keyboard that sends (as mentioned) a 7 bit ascii character and a strobe line to the main board. The ][e, on the other hand, uses an unencoded keyboard, and has the keyboard encoder on th main board (save money, you know). BillW

The Apple IIe keyboard is indeed decoded on the motherboard, but not just to save money. One of the problems with the older keyboard encoders was: the keyboard, being at the top of the machine (no fan in a standard Apple II. . .) would tend to get hot. The keyboard encoder chip would then either go intermittent, or fry completely (this was mostly a problem with older revision, many-extra-board machines, but just between you and me and the phase of the moon . . .)
