[bionet.molbio.genbank] are these supposed to be here?: new feature table

I've come across three qualifiers in "questionable" locations. The first is 
the qualifer "/nomgen", found in the flat file gbbct. This is obviously 
an artifact since the release notes state this has been replaced by 
the "/gene" qualifer.

The qualifiers "/map" and "/hgml_locus_uid" are contained in the "/note"
qualfier. Given that most parsing methods for genbank flat files are of a line
by line basis, it might be better to:

1) make these "REAL" qualifiers and move them out of the notes setion
(shades of the old embl feature table in the comments section)

2) make continuation lines start at 23, not 22 so that these "fake" qualifiers
do not appear to line parsers.

There are also several sequences with old style EMBL feature tables in comment 
sections.
