Jack, 

The PIR files have been available for about 18 months from
menudo.uh.edu, 129.7.1.6, in ~ftp/pub/genbank-server/pir.  The latest
release will go up there this week.

This service is offered in conjunction with the PIR folks, BTW.  It's
not anything to do with "shipping and handling" charges.  Contact me
privately if you want the low-level reasons.
