I had this same problem when I installed MH under Interactive UNIX with:
version: MH 6.7.1 #10[UCI] (ora) of Sun Jan 13 14:59:04 EST 1991
options: [DUMB] [FOLDPROT='"0751"'] [MHRC] [MSGPROT='"0640"'] [NDIR]
[RPATHS] [SHADOW] [SYS5] [SYS5DIR] [TYPESIG='void'] [ZONEINFO]
[SENDMTS] [SMTP] [SPRINTFTYPE=int]
Maybe I did something stoopid. In case I didn't, though, please take
this article as a bug report.

$ inc doesn't work on /usr/mail/dwallach, but it works just fine on any other
$ file out there. inc will hang for a minute and then print:

Do this:
chgrp inc
chmod g+s inc
That will do it. I had to do this on a 3b2 running System V too.
