Can anyone point me in the direction of a public domain version of nroff for SYS V. Anyone else out there with only Clover (4D series) machines has a problem in that AT&T wouldn't allow SGI to release nroff on the distribution tapes.

I'm sure that AT&T would allow SGI to ship nroff, but only under a Documenter's WorkBench sublicensing agreement. I rather doubt that anyone has implemented a public-domain nroff. You could obtain it yourself from AT&T, but you'll have to port it.
