[comp.sys.sgi] ADD to <1115@odin.SGI.COM> news setuid root

NeWS is no longer non degrading priority, nor does it mpin() to
avoid swapping.  It is setuid root so that it can
	1) make the schedctl() call so that it isn't swapped (dubious value)
	2) Kill any graphics process when "Quit"ing or Zapping a window
