It's /usr/NeWS/lib/NeWS/init.ps and if anything is starting up it hasn't disappeared. It's sounds to me like a problem with one of the network databases. The clue is that the console is working. The console tries to connect to "localhost". Everything else tries to connect to "foo" where foo is the hostname of the machine. If you type commands in the console they too will connect to "localhost" and will work.
