Dumb questions: How long do we have to keep saying yes to a group before we
make the decision to create it? Who decides? I think there has been enough
show of support for both of these groups to warrant their creation, but I
am not sure exactly how we go about doing something like that....

That is our biggest problem:  NO ONE really decides.  There is
no official christening of a newsgroup.  Protocol states that
the person who suggests the group volunteers to tally the
resultant vote and then use his/her judgement to decide whether
or not to create the group.  The proper control message is
all it takes.

A note about such decisions.  Bear in mind that the people who want
such a group will work hard for it, but the people who don't want
it will hardly go to the effort (most times) of saying "no" to it.
Therefore, unless there is a lot of positive comment, the presumption
should be that a particular new newsgroup is not needed.

PINHEADS TAKE NOTE!  I am not saying that there has been too little
response for any particular new topic.
