A company called Process Software has an FTP (Using TCP/IP protocols) package for VMS, RSX, IAS, RT, TSX+. We use the version for RSX here at Florida Atlantic University. With a couple of exceptions, the software works quite well. They also offer for a number of Operating Systems TELNET (seems currently limited to VMS, RSX and RT-11).
