Quickly, folks: what switches do I use to reliably format a 180k on my
AT so I can transfer to a Rainbow? I'm desperate!

If you have a hi-density drive on you AT, as is usual, your best coures is to get a utility program called "RX50" that will let you emulate the Rainbow drive on the AT. This lets you put 400KB on a diskette; the only limitation is that you won't be able to format the DEC diskettes on your AT.

Otherwise, you can use a command like FORMAT B:/1; but this will only work on a regular 360KB drive. That will give you the 180KB capacity you mentioned; however, it is less reliable than the RX50 route.
