   It's not for backups per se, but I have used PKZIP/PKUNZIP for
backing up and restoring my hard disk. With PKZIP's -r option you
can have it recurse directories, and the names of those directories
are stored in the ZIP file if the -p option is specified.

   You can either ZIP up an entire drive and then chop the ZIP
into pieces small enough to fit on a floppy or ZIP up selected
directories, say all those off of the root, such that no single
ZIP is too big for a floppy.

   It's not public domain, but I've found it beats the heck out
of BACKUP/RESTORE.
