[net.news.group] net.general description

Bill Mitchell pointed out a serious deficiency in my newsgroup list,
that of describing net.general as a place for general requests, etc.
I have since corrected it, and with the new posting of the list, the
description for net.general reads:

	Important and timely announcements of interest to all.
