It is an unexpanded tab character from a UNIX or VAX VMS system (or
some such system) that routinely uses and automatically compresses
and/or expands tabs.  In an XEDIT environment on VM (and RICE mail,
for example, is an XEDIT environment, as is RDRLIST PEEK), you can
issue TOP and EXPAND * to expand the tabs to blanks.  It may or
may not be a perfect expansion.  To get a perfect expansion, you
will have to issue the XEDIT SET TAB command to set the tabs the
same way they were set on the system that sent the message,
prior to issuing the EXPAND * command.
